Question stuck below 30 fps on far cry new dawn with low settings on 4k

Hi! I just started playing far cry new dawn and the game is hella laggy when I both used the ingame benchmark, and when I played the game myself. I have a 4k monitor (no hdr) and my fps is stuck between 12 fps and 22 fps even though everything is on low settings. My GPU is overclocked to 220 mhz core clock and 439 mhz memory clock. I fixed the fps issue when i played with the resolutions a little bit, changing it to 1080p, but it wasnt on fullscreen since i had a 2160p(4k) monitor. So I changed from full screen mode to borderless mode. it fixed everything but one, Everything looks bad and blurry now.

Is there a way to improve my fps on 2160p so that it atleast reaches 30 fps on average?

Specs:
Ram: 16gb quad channel (4x4)
Cpu: I5 9400
Gpu: Msi gtx 1050 ti itx oc
