I am able to start the PC to the gateway screen and access the BIOS menu and startup manager then it goes to the windows 10 screen attempts to restore previous version of windows then restarts immediately

This happened after I tried to update to the latest version of windows 10
It would load up to 75% I would have to manually restart the PC then it would go from 75% to 81% then freeze. I hit restart now I'm stuck in this loop

I am using a gateway PC running windows 10 (originally windows 7)
I5-2320 3.00 ghz quad core
32 gig's ram
1 tb memory
GTX 1060 graphics card

Solution
on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

Is there anything on PC you need to rescue? try making this on another PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/ - it will work with live usb as well.

Version updates = brand new copy of win 10. Its difficult to say what it was doing at stage it froze so only real answer is a clean install and hope it gets past same stage.

I would remove 16gb of ram while you install, it might help.

change boot order in BIOS so USB is first, hdd second
boot from installer
follow this guide: http://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here).
