why is my BIOS stuck when i put a evga geforce gt 730 into my xps 8300 and it doesn't boot up to windows but stuck at the BIOS

Right now I'm stuck with a 500 watt power supply from evga with a HD7790 graphics card

What PCI express does the Dell XPS 8300 Have

The 8300 is at 2.0.

Cause im looking at the box and the evga geforce 730 requires 300 watt power supply which have a 500 watt from evga, and it says that its compliant for the PCI express 2.0 and 3.0
