Stuck in Boot Loop HELP

I decided to reset my computer, since it was slow. It was on Windows 10. I did the reset where it deletes all the files, the quick reset I think. Anyway, it got stuck on 2% for over 24 hours. I checked a few hours later, and it was off. I turned it on only to be in a boot loop. Any help?

I'm really hoping that since you are writing on here... that means you have a second computer that you can use?
If so, you would need a usb flash drive also.
I'm thinking that getting the Media Creation Tool for Windows 10 and using the flash drive to boot the computer.
