Stuck in GTA IV

It's a longshot but I have no idea where to ask this. I'm playing GTA IV and I'm stuck on the mission titled "Photo Shoot". It's the one where you get your new phone and you're suppose to take a picture of the 3 gangsters for Playboy X, so that he can identify the one you have to kill. The problem is when I pull up the phone and select the camera option, the phone's screen is just black. It's as if the in game phone camera is broken. Since the screen is just a black box rather than a proper picture, when I send the photo to Playboy X, he responds saying that he can't see anything and that I should take a proper photo. I've tried to google this but I literally can't find a single thing about this. I'm not sure if it's a bug or what but I can't beat this mission.

Honestly I have no idea how to fix this. I have never encountered this before.

Re-install GTA 4.
