Stuck in recovery loop while my mouse and keyboard only works in bios

So a few days ago my gpu overheated because of a dead fan, I managed to fix the gpu fan but I was then headed to another problem. I got stuck in a recovery loop (wont get passed the windows logo). While I try to get fix it I can’t seem to use the recovery mode because my keyboard and mouse wouldn’t work, they do work in bios though. Any idea to fix this?

Do you have a win 10 installer? If not, on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

USB devices should work if you boot off USB, as it has access to its own drivers.

Try running startup repair -
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info

If that doesn't help, try running system restore and see if there is a recent date you can roll back to
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.

choose advanced
choose system restore
select a date to roll system back to.
