Stuck in safe mode login

A friend of mine reccomemnded using DDU to do a clean install for my GPU drivers. I used the safe mode feature to do this and when my PC rebooted into safe mode, it asked me for my password for my Microsoft account. I had forgotten it and I had reset it, but it still won't let me login. It keeps telling me it's the incorrect password.

I also tried to delete the password for my admin account. I created an bootable USB with a Windows 10 iso I go from Microsoft's website. However, when I try to boot the USB nothing happens. I rebooted a couple of times and it just goes straight to the login screen in safe mode.

What could be the problem?
