Question Stuck in Safe Mode, Windows won't let me access Command Prompt

I recently tried updating my GPU Drivers and it said that i needed to remove some extra installations using safe mode (AMD), after going to safe mode my regular login won't work and it's stuck there whenever i restart the PC, and after finding some solutions it said about typing it down at the CMD, problem is, i can't access the CMD too since it requires the password from my relatives account (since his email is associated with my PC for the OS) he changed his password and gave it to me, and yet i can't login to any functions at all (system restore, startup repair) it all requires a login and it kept saying incorrect password, shall i input the old password even though he already changed it?

It requires the windows account password (connected to hotmail) since i can't use the standard login pass
