Question Stuck on choose an option

The problem for me is that on my laptop when I turn it on it brings me to the screen that says choose an option, but I tried every option including resetting it, system restore (I never made a system restore and a few other options. Mostly resetting stuck into a certain point say 39% and then goes back to booting up process then it shows a cmd window for less than a second and after that brings choose an option screen appears again. Please help.

Did you check disk ?

Checked.
It's like no matter what I do this always brings me into the blue screen over and over and over.
Tried to set up windows from USB but shows me "selected boot device failed".
Please help.
