Stuck on install

I tried to install Windows 10 on my Dell all-in-one desktop and I get the" hi there" screen. I hit next and I go to the "Get going fast" screen and the only option is "use express settings." When I click on that tab, my Dell reboots and eventually comes back to the "hi there screen." HELP!

try running the Dell Diagnostics, and see if there is a RAM issue

I can't get to the diagnostics. I am stuck on the two screens I previously mentioned.
