Stuck on windows 10 boot with blinking spots and cursor

I have a hp laptop with amd A8 and a radeon card. Last night after I upgraded the drivers and and today i cannot boot up my pc.

I am stuck in a loading screen with bliknking dots. After a while cursor appears while the dots keep blinking.When I hit the p key I hear a beep(tried to switch display win+p) . And sometimes cursor changes to a hand at a certain point of the screen or double arrows at another. I tried to enter bios or safe mode ( f4 f8) with no result.

It has something to do with the drivers but I cannot roll them back now. Please help

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB << its a handy boot disc if nothing else

see if start up repair helps:
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info

see if you can get to safe mode
change boot order so USB is first, hdd second
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode

If you get this far, have a look in device manager and check and make see device adapter is showing right (to find device manager, right click start button). Shame you cannot roll back AMD drivers since they delete the previous ones

Thx Colif but that didn't work since I cant enter bios to change boot order. I pluged another monitor and it seems that my display is expanded (still only cursor appears). I can hear windows sounds after a while. I cant enen perform a clean install. Is dvd first by default in boot order;

so, um, make a DVD then? I only said USB as its more likely new PC have a USB not optical drive.

Could not change boot order so unplugged HDD and used the usb installer.
