Stuck pixel at shutdown

I've noticed the past few days on a brand new panel getting a stuck red pixel when i shut down my computer (at the monitors shut down black screen). The pixel goes away quite easily and quickly if i power on the computer again.
Could powering down the display cause pixels to get stuck? Does this mean that the pixels will get worse over time? And has anyone ever experience something like this...

But I wonder how much the cable has to do with it. Since the PC is kinda already off. Where the pixel appears is the black screen that follows afterwards before the monitor shuts down itself.
It also may have a sort of flickering effect, its not quite static. But just powering the pc back on may or may not fix it right away, sometimes its gone sometimes it takes a bright background to fix it.
I did try unpluging and replugging all the cables few moments ago, after few tries nothing has appeared yet...but it feels too random to celebrate
