Stuck with Blue Screen Logo! :(!

Hey everyone, so I have a Windows 10 computer and I just "Refreshed" it. I did no configurations like deleting any files that were part of the OS and it was from an upgrade from Windows 8.1

The problem is that it's stuck with a Blue Windows Logo and the spinning dots below it. It's been like that for about 20 minutes and nothing's changed! I really don't want this computer I bought to go to waste, so someone please help.

If you're doing a refresh, 20 minutes might not be unrealistic for the OS to complete it's operations. I'd wait a while longer and if it stays stuck there longer than an hour, I'd just do a clean install. Hopefully you have any important documents already backed up.

Then perform a clean install using the following tutorial:
