Stumped: Slow upload speeds, feel like I've tried everything Help!

The situation:

I have LUS Fiber 80 down/80 up. Every computer in my house tests close to that using LUS Fiber's speed test site http://speedtest.lusnet.net/ except for one desktop (which I use as my gaming machine). My wife's laptop is connected via ethernet and tests at 70 down / 70 up, which is acceptable. My wireless connections test 20 down / 30 up. But my gaming desktop tests 70 down / 10 up.

My hardware (everything has latest firmware and updates installed):

Router:

Cisco/Linksys RV016 v3

PC:

  • Windows 8.1 64-bit
    Asus Rampage IV Black Edition
    Intel Core i7-4930K Ivy Bridge-E 6-Core 3.4GHz LGA 2011 130W Desktop Processor
    G.SKILL Ripjaws Z Series 64GB (8 x 8GB) 240-Pin DDR3 SDRAM DDR3 2400 (PC3 19200) Desktop Memory
    EVGA 06G-P4-2791-KR GeForce GTX TITAN SuperClocked 6GB 384-bit GDDR5 PCI Express 3.0 x16 HDCP, SLI Ready Video Card

What I've tried:

  • Virus scan (all clear)
    Ensure all firmware, drivers, updates, and latest BIOS are installed
    Looked through BIOS to ensure no weird network settings are enabled
    Disabled auto-negotiate on router port and on desktop NIC, set to manual 100/mbps full duplex, high priority
    Set router WAN upstream/downstream to 80000/80000 kbit/sec
    Put the port the desktop is on into it's own VLAN (not using VLAN1 for security reasons)
    Set NIC Performance options > Receive buffer to 2048 (also tried 1024 and 512)
    Disabled non-essential background processes
    Disconnected everything on the router except the gaming PC
    Plugged PC ethernet into different router ports
    Changed ethernet cable between the gaming PC and the router
    Changed ethernet cable between the router and the wall (Fiber = no internal modem)
    Plugged PC ethernet directly to the wall, bypassing router

It has to be something on the PC, given the isolation tests I've done and the fact that all other machines speed test just fine. I just can't figure out what the heck it could be. What else can I try?

I've never used Linux so I don't know how to do that. Hypothetically if I did, what would I learn by doing this test?

I haven't tried doing internal file transfers. My PCs at home are not networked together (never needed to do that). Similar question as above, if I find that networked file transfers operate at expected speeds or if I find they are impacted, what would this suggest is the issue with my internet upload speeds?
