Why is gaming resolution locked at 60 out of the box? It's easy to fix, but
is there a reason for it?

I'm not sure if this is right but my guess would be it's a default refresh rate
which all monitors should have according to SVGA specs.

It's a Windows thing, when you change resolution, it goes to 60Hz unless
otherwise specified. Most games change the resolution even if you play
at the same as your desktop you'll find a 640x480 loading screen.
