I have an issue where game stutter and low fps can only be fix by reducing number of processors for a process (eg setting affinity in task manager)_games including PUBG, fallout, mass effect, csgo...
Noted difference is the increased CPU usage when limiting processors (obviously), and that is how i determine how many processors to limit - its to try to achieve close to 100% CPU usage, even if just running on one processor, which then fixes stutter/low fps (eg csgo 3 processors, PUBG 4 processors, mass effect 5 processors, fallout 6 processors - out of 8 processors that I have)
I cannot figure it out if it's due to my rig or poor game optimization (highly doubt to be poor optimization because my brother also plays multicore fine).
Does anyone know a fix where I don't have to keep limiting #of processors?
Or reason why it happens??

i7 4790k + H55 cooler
2x 8gb DDR 3 Corsair Vengeance CMZ16GX3M2A1600C9
2x 2gb DDR 3 XMS3 CMX8GX3M4A1600C9
