Stutter and low fps in game, can only be fix with limiting processors/cores

Hi

I have an issue where game stutter and low fps can only be fix by reducing number of processors for a process (eg setting affinity in task manager)_games including PUBG, fallout, mass effect, csgo...

Noted difference is the increased CPU usage when limiting processors (obviously), and that is how i determine how many processors to limit - its to try to achieve close to 100% CPU usage, even if just running on one processor, which then fixes stutter/low fps (eg csgo 3 processors, PUBG 4 processors, mass effect 5 processors, fallout 6 processors - out of 8 processors that I have)

I cannot figure it out if it's due to my rig or poor game optimization (highly doubt to be poor optimization because my brother also plays multicore fine).

Does anyone know a fix where I don't have to keep limiting #of processors?

Or reason why it happens??

My Specs:
z87 gryphon
i7 4790k + H55 cooler
2x 8gb DDR 3 Corsair Vengeance CMZ16GX3M2A1600C9
2x 2gb DDR 3 XMS3 CMX8GX3M4A1600C9
GTX 980ti
1TB SSD

Hi, what configuration is your RAM in? Having 2 seperate types (8gb and 2gb modules) could be limiting performance - I'd remove the 2x2gb completely and ensure that the 2x 8gb modules are in the correct RAM slots on the motherboard (usually slots 1 &3) and see if that alters performance at all.

Also, what version of your OS are you running?

I've removed 2x2gb ram, 2x8gb ram in correct slots
Windows 10
Also PS: other forum suggested checking device manager graphics driver should not be MS driver, which is correct- NVIDIA GeForce GTX 980 Ti

Tested PUBG and CSGO- no changes still stutters and FPS drop
(instead when restricted processors, fps doubled)

have you tried just resetting your OC tweaks in your BIOS (default optimized)? see how your games perform in stock speeds for your CPU. check your temps as well with HWmonitor. performance may be throttled due to high temps. if you are using a OC software for your GPU, try uninstalling it first.
we just wanna make sure your system is stable in default settings.
please also remove your 2x2Gb RAM. you dont need it.

I have not OC. all on default settings.

I've removed 2x2gb ram.

Normal Temps from MSI Afterburner Max 61deg for GPU (30%fan speed), max 45deg for CPU......i've turned off thermal throttling as well

EDIT: Temps during gaming 85 max GPU, 72 max CPU

I'm having a similar issue, which of course brought me to this thread. I have very similar specs, same CPU,GPU, but 32gb DDR3 and a 512gb M.2 SSD... This just cropped up within the last few weeks and I've tried updating and rolling back GPU drivers. My rig's temps are all within range and I don't OC the CPU or GPU either... it's frustrating. I've only noticed the issue in PUBG, but that's pretty much all I've been playing recently anyway and the only thing I have installed that really flexes my hardware.

I'll see if limiting the cores works to improve the situation, but I am curious if the OP has made any progress or if there are other suggestions.

SOLUTION: Disable EIST in BIOS!!!

I found that my core clock was being throttled. Disabling it brought it back to 4600MHz from 800MHz!!!
