Stutter in CSGO and Rocket League whenever someone joins the server.

Csgo and rocket league gets a mini freeze randomly whenever someone joins my session (especially in rocket league) . This issue has been around for a while, and i cant find any forums about it. It also stutters sometimes when a console message ends up in the text chat.

(Sorry if its hard to understand, my english is'nt all that great)

My ping is always around 30, and my internet is pretty fast.
