Stutter/lag during general use and gaming

I recently upgraded my aging system to cope with the latest games.
But my new system stutters when watching video(twitch, youtube ect) but it doesn't happen too much.
As for gaming,thats another story...
I bought W8 Pro on Dec 2013, upgrade version.

I decided to wipe my drive and do a clean install of W8 Pro,installed ZA Free and AVG Free then all Windows Updates including W8.1 but the stuttering remained.
So I wiped the drive and put on ZA and AVG,latest AMD drivers and motherboard drivers..ran BF4 , stutter...

Wiped the drive again loaded only AMD Driver & BF4, the game then ran super smooth until i rebooted the machine then the stutter came back.

My previous setup
W8 Pro free upgrade to W8.1
E6600
160gb Western Digital WD1600JS for windows/programs
1TB Western Digital WD10EADS games installed here
Abit Fatal1ty fp-in9 sli
8GB 800 Crucial memory
HD7970 Asus Directcu ii top 7970

Changed Motherboard/ram/cpu and main HDD to
System
W8 Pro free upgrade to W8.1
I7 4770K
500gb Western Digital WD5000AAKX for windows/programs
1TB Western Digital WD10EADS games installed here
Asus Z87-K
8GB Corsair Vengeance
HD7970 Asus Directcu ii top 7970

Any help is much appreciated

I don't understand why BF4 runs smooth when all I have installed is the latest AMD driver for it to stutter after a reboot.

It's frustrating at best, lost at what to try now.

You can start with testing your drive with WD's Data Lifeguard Diagnostic tool: http://products.wdc.com/support/kb.ashx?id=u18PWE
This will show you whether there is something wrong with the drive. Though, I have come across threads where the latest GPU drivers are causing some issues. So, it will not hurt to roll back the driver and see whether the issue will persist.
