Stutter/Lag Progressively Worse Until Restart

SPECS:
I5 6600K, 250gb ssd with windows 10, couple hdd, 16gb ddr4, gtx 980ti, ive got mcaffee and malwarebytes.

Hello,
Ive searched many threads and tried many things to solve my issue and have not found the solution.

PROBLEM:
I will be running any game and my pc starts lagging/stuttering (SOUND AND VISUALS AND MOUSE) which gets progressively worse until my pc is lagging so hard I cant restart it and have to power off.
If i restart my pc successfully, i can play on it for about 30 min before the lag/stutter starts happening again.
If i close the game while its lagging/stuttering, then windows and all other applications continue lag/stutter in the same way.
If i enter task manager while this is going on it says my CPU usage is at 90-100% and my memory usage is around 50%. One thing i notice in task manager is it says 'system interrupts' is using around 15-25% cpu usage.

WHAT IVE DONE:
Ive done memory diagnostics, updated and disabled drivers trying to find a bad one, checked temps on all components with HWMonitor, unpluged usb devices, set all overclocking to stock. Run McAffee and Malwarebytes and CC cleaner.

Please help.
