Stutter on skyrim with mid-high end PC...

Hey guys so I just built my gaming PC and and installed Skyrim, it was running fine, I got 60fps all the time, but now for some reason it's just started randomly stuttering when I when back in this morning I checked with fraps and it shows the fps going between 60 and 59 when it stutters, I've looked on almost every forum and every YT video and nothing, anyone know a fix for this..

Pc specs:
>Intel core I5 6600 @ 3.3GHz
>Kingston HyperX Fury DDR4 8gb (2X4GB) 2133mhz~12-12-12-33
>Asus B150M Pro Gaming
>Evga GeForce GTX 950 SC+ @ 1500mhz
>1TB western digital Blue 7200rpm

Skyrim is on latest version, SKSE on lates version as well, no mods installed.

Long shot, but check your view distance in the launcher. If it's Ultra set it down one notch.

go into nVidia control panel and try turning off vsync for Skyrim

it was skyrim screwed up vsync, thanks both of you, i also lowered the view distance from ultra to high and that help as well
