Question Stuttering after a GPU switch

Hello, so recently I switched out my current gpu (Rtx 3050) with another gpu (Gtx 1080ti). After I did this my games started stuttering, so logically I switched back to the Rtx 3050. And guess what. It is still stuttering, it makes no sense. I suspect 3 things, Issue with gpu, issue with motherboard or a issue with my psu (because its been making a weird rattling noise)

Specs:
Rtx 3050 8gb 😢
Intel i5 12400f
B760 DS3H AC
2TB SSD
32 GB drr5 5200mhz ram

Please someone help!!

You forgot to mention the make and model of your PSU and it's age. Include an audio/video clip to help convey what you're experiencing.

I switched out my current gpu (Rtx 3050) with another gpu (Gtx 1080ti).
Did you run DDU to remove all GPU drivers(intel, AMD and Nvidia) in Safe Mode prior to swapping it out for the RTX3050? Manually installing the latest GPU driver sourced from Nvidia's support site in an elevated command?

2.I don't know what psu it is because this is a prebuilt and it dosen't say on the website, but I do know it is 650W Gold

3. I did use DDU and installed the latest driver

I forgot to mention there is a buzzing noise coming from my gpu as well and whenever one of these stutters happen the buzzing stutters too.

It's more of a clicking noise.

I recently tried putting my GPU in the other PCIE slot below the main one. The stutters were still there so I'm guessing that probably means it's an issue with the GPU itself maybe I just wasn't being careful enough?
