[SOLVED] Stuttering after a system upgrade?

Today I upgraded my rig, I went from:
i7-3770k OCed to 4.4Ghz (Custom water loop)
16GB Kingston Fury RAM (Quad Channel -1600Mhz )
MSI p67a-gd55 b3 M/B
Asus Strix GTX 970 (160Mhz OC on both Core & Memory)
120GB Kingston SSD (OS)
1TB Toshiba HDD (Storage}
CoolerMaster GX Bronze 750W PSU

To:
i5-9400f (Custom water loop)
32GB Kingston Fury RAM (Dual Channel - 2666Mhz )
Asus TUF H310M PLUS Gaming M/B
Asus Strix GTX 970 (160Mhz OC on both Core & Memory) - Reused from my old setup
120GB Kingston SSD (OS) - Reused from my old setup
1TB Toshiba HDD (Storage) - Reused from my old setup
CoolerMaster GX Bronze 750W PSU - Reused from my old setup

The first game I tried was GTA 5 (same settings as before) I experienced stuttering every 5-10 seconds and it's basically unplayable. That's the only game I played lately so only game I can compare. I did not do a Windows re-install as I'm going to buy M.2 SSD since my new M/B has it and thats when I will re-install windows and will use it for my OS, so coule the issue be because I change chipsets and CPUs without Windows re-install? It went very smoothly as-well, Windows almost booted instantly on the new setup and started installing new network drivers and so on right after I logged in and had no issues. The i5 9400f also turbos to 3.9Ghz and temps are around 50C, I do have a custom water loop setup with 360MM rad and triple Corsair Sp120 fans so theres no reason for overheating.
