Stuttering after new gpu install.

Here is my system spec.

i5 6600k OC 4.5ghz
8gb dd4 3200mhz
kingston hyperx fury ssd (80gb free)
asus maximus viii ranger
evga 750 watt supernova g2
evga 1060 3gb sc

Previously I was using the intel hd 530 graphics. I've been using my system in its current configuration for months without single solitary issue. Now with the new GPU just installed its doing some stuttering where you hear the audio hang and the system locks up for brief moments. I know I don't need to reinstall windows. I know my hardware all works perfectly. Almost feels like a software conflict with the geforce software or something. I used DDU in safe mode to uninstall the intel drivers before I installed the new graphics card.
 
Solution
Don't jump straight into reinstalling windows.

Potential starting causes

- NVIDIA Control Panel could be capping the performance of your GPU for power management
- Could be background processes hogging hardware resource, check if there are any background processes hogging resources
- CPU could be capped from power management settings.
- Could be virus / malware using hardware resource, run scans as appropriate
- Out of date / conflicting drivers - ensure all of your drivers are up to date - Use DDU (You've done)
- GPU or CPU could potentially be throttling, it only takes one CPU core to bottleneck
- What are your loads whilst in game? GPU and CPU
- PSU may not be supplying enough power to your components (especially GPU). I am not...


Yes I did remember to connect my hdmi to the gpu. And yes I installed the latest Nvidia driver from their website. 385.41

 
Just to further add to the information here; I've also turned my CPU and ram overclocks off. CPU is now running at stock speed. Ram at 2133 mhz, which is the standard basic speed for 100 series chipset. I found a new bios revision and installed that. Found newer chipset drivers and installed those. None of these things has helped. It still locks up and sputters.

- Ensure the storage disks have been cleaned / optimised as far as possible and regularly
- Some online games will only be as good as your internet, internet speeds can limit performance
- (You have done) Updating BIOS can also help in some situations
