Stuttering and -60 fps with Vsync

Hi guys ! I just bought a PC (6 month ago) and i have a problem with it, when i play games (the majority) i get stuttering, i know its normal for a gaming PC to stutter a little bit, but it happens a lot to me, even when i use Vsync or lock my fps to 60... for example when i play Overwatch i get 100+ fps in game with no limit, but i know going over screen limit causes screen tearing (A LOT for me haha) so i lock my fps to 60 or activate Vsync, that should let me play at 59-60 fps but its not, i get 56-57 fps and it stutter a lot, i tried 3 different screen, i tried full screen, windowed, i even tried lowering my graphics and another video card ... tje 2nd card was a bit better but wasnt 100% fine... i dont know what to do... i cant even play dying light because it stutter too much ! Please help !

Specs :
-Cards = rx480 8g (the other i tried was a 1060 6g)
-CPU = i5 7600k
-Board = Asus prime z270 A
-RAM = hyperxFury (2x8)
-PSU = 850w Rosewill
-Storage = Sandisk 512g SSD

I went to a store and they told me all my driver are up to date (i verified and they are) and they told me my RAM was fine and an I5 shouldnt be the problem, it’s been 3 month since i started to look on resolving this problem pleaseee helpppp im really desesperate

You wouldn't happen to be able to load a video for us to watch. Going over your monitors refresh rate doesn't cause a massive increase in tearing. No matter what your FPS are, without V-sync, you get 1 tear per FPS, so the increase in tearing should not be massive unless your FPS are a ton higher without V-sync. Locking your FPS at your refresh rate doesn't stop tearing either. It may make it seem worse (the tear becomes stationary).

As a result, I wonder if you have a signal error that is causing something that is similar to tearing. A video would help show that.

In the case where you have 100+ FPS without V-sync, and 56-57 FPS with v-sync on, that sounds like your frame rate is very inconsistent. You get some frames that are rendered very fast, and others with massive slow downs. If you have anything over clocked, return them to stock settings. Make sure you have plenty of space on your SSD, and sweep your driver clean and reinstall them. You should monitor temperatures, in case there are heat issues causing some throttling.
 


I would happily show you a video, but im not sure what to use exactly for it. About the SSD, i have 200+ gb free and i just reinstalled my driver for like the fifth time in 2 weeks haha. I will reinstall them and try again. For monitor temperature you mean my Cards and everything or the monitor ? Im not perfect in english sorry haha ! And finally, i have an Overclock on my I5 (from 4.2 to 4.5) i will reduce it to 4.2, just want to informe that my Motherboard (BIOS) automatically OC to 18% because i choose performance setting wich overclock it (i didnt OC anything), i will try to use the base settings ! I hope you understood and thanks for helping !
 


Alright, i will look for CPU temps, but i know my card never go higher than 65c and for clock rate im not sure what you mean haha sorry im not used to english terms ! i might understand it, some terms are not to common ! I'll video my screen, but it's hard to notiice it when i film it (its fiine for FPS, but stutter are harder to see)
 
My problem seems to be better, i still cant get a steady 59-60 FPS in overwatch, it drops to 56-57 from time to time (most of the time haha) and i feel it a lot, but for dying light and the witcher (still get some stutter and freeze but i THINK those are due to my SSD and because its some harder part to render for my graphic card) i think downclocking my CPU helped, my temps dont go high and my clock seems fine so ill keep on trying the games and if i see anything ill film it and show you ! For now ill just test my PC a lot and i will let you know if i need !

PS im getting a lot of FPS variation without Vsync like A LOT and idk if it's normal !
 


I'll still need help haha ! I Keep on getting stutter and freeze ... I downclocked my CPU to 4.2 (a base 7600k clock) and ive put my RAM to 2133 (was at 1866 idk why) but the problem is still there, i will play a lot and screen my Temps for you, but i did film me while playing, but its hard to see the stutter on screen, do you still want to see it ?
