Question Stuttering and audio crackle on Windows 10 PC ?

Hey, I just recently reinstalled Windows 10 just to see if the issue would go away, but no, it did not. I’m puzzled as for what could cause it, I’ve watched many videos on YouTube yet so far nothing has solved it. Let me go into more details as for what happens when I get the problems, I now and then temporarily experience my pc freezing for 1-3 seconds, audio crackles at the same too. What on Earth could be the issue? Could it be related to harddrive issues? I’ve got a gerforce rtx 2070 and an AMD CPU.
