Stuttering and fps drops in every game

MoBo: msi 760ga-p43
HDD: 500gb
Case: CM k-380
I experience so much lag and stuttering in so many games i just dont know how i have the right drivers i updated my bios i downgrated my drivers and updated them I just dont know what to do

How can i check my cpu usage? And the brand of my psu is corsair. And how can my cpu be a bottleneck? I've seen many people with a fx 8350 and a r9 380 and their pcs are just fine.

Download MSI afterburner: ( https://gaming.msi.com/features/afterburner ) After you installed it go to settings then monitoring pick all usage CPU and click (show in On-Screen Display) Maybe even the RAM and GPU usage, then report back. You could also try CTRL+ALT+DELETE open the task manager go to performance, then click resource moniter. After that go to CPU and see if there's anything hogging up your resources. There's also a common windows bug called svchost, go and end process the shit out of it.

Probably a bad card happened to me three years ago bought a GTX 660 TI and it had bad memory and crashed after 5-10 minutes, let the shop you bought it from test it for you ;D
