Question Stuttering and hanging in new PC build

Hey all, I just recently built a new computer and made the switch from console gaming to PC. I however am having very discouraging results as every game I play stutters pretty frequently. I know this is a broad problem and could be many things, but I'm new to the whole PC thing and don't really know what I should be checking to figure this problem out. I checked my temps while playing Vampyr (current game I'm on) and my CPU floats around 54 degrees celcius and GPU about 82 which from what I've read seems are okay temps? I have noticed on task manager that my GPU utilization will drop along with the stuttering. I'm unsure however if that is the CAUSE of my problem or just a side effect of the problem itself. My build is a AMD Ryzen 5 2600, Radeon RX 590, Gigabyte Aourus Pro Wifi B450, Seagate BaraCuda 2 tb HDD, 2x 8gb sticks of Vengeance Corsair 2933 ram, and a Rosewill Hive 550W PSU. If you guys have any questions be sure to ask! Oh, and nothing is overclocked.
 
Sorry I should have mentioned that to begin with, I'm using an older monitor of mine temporarily, it's an Asus VE228. It's 1080p, 60hz and I don't believe it has free sync. I thought about the monitor being my issue for a while but the stuttering just seems to bad for that to be the cause.
 
Okay, I'll be upgrading soon, I'll be sure to get a montitor with freesync. I'll let you know if it solves the problem. Do you think the monitor to be the only cause of it though? Also as I mentioned in the post, I'm having pretty large drops in GPU utilization whenever the stutter occurs too. Just wanna be thorough and make sure my new rig isn't having any issues!
