Question Stuttering and low 99% fps in games

Hi, I just bought a new pc and here are the specs:
-i9 13900kf
- 4070ti
-ddr5 @5600mhz
-z690-a mobo
-850watt gold certified psu
-240mm AIO for cpu cooling
-2tb nvme SSD (only one drive)

The average fps in games are very high, literally close to 1000fps sometimes, but it’s been stuttering and freezing in some situations when i cap my fps at 240. Like out of nowhere the 99% fps will drop to 80 and my game with freeze for a sec.
I tried reinstalling my graphics card drivers multiple times but to no avail. Can anyone help?

850W is the advertised wattage of the unit, while gold is the 80+ efficiency rating of said unit. What is the make and model of the unit?

You should've gotten a 360mm AIO for that i9. Make and model of your case?

I tried reinstalling my graphics card drivers multiple times but to no avail.
You might want to walk us through how you did this. Did you use DDU?
