Stuttering and low FPS

Hey, my having problems with my PC, when i play games such as MW2 at 85fps, or CS:GO and for some reason i only get 30fps on low, and then on Assassins creed i got nearly 60fps on high? it stutters every few seconds, and i get a delay, I'm not sure why it stutters and why I'm getting low fps. I believe it could do with it being connected to my TV, and not a monitor as i don't have one, which i could buy.

Asus H81M-Plus
Corsair TX750w
Geil 4gb dragon ram
120gb Kingston UV400 SSD
NEVER HAVE I DONE OVERCLOCKING

MW2 is locked at 90fps

Make sure you have Xbox DVR disabled on CSGO - How to: https://www.howtogeek.com/273180/how-to-disable-windows-10s-game-dvr-and-game-bar/

Also an upgrade to 8GB of Ram wouldn't change much on those particular games but, would be a good idea in general.

Does the Xbox DVR affect it that much doh?
