Stuttering and low framerate on decent hardware.

Hello there, I just recently built a new computer with my already existing chassi and hard drives. However now that its all put together I sometimes experience stutters and occasional framerate drops. In CSGO I get stutters and in SC2 I get unusually low framerate. Both games are pretty old so I am unsure of what could be the issue.

Specs:
G1 Gigabyte Motherboard 970 Gaming
AMD FX 8320 Processor
AMD Radeon RX 480 8GB Graphics Card
850 W OCZ 80+ Power Supply
Crucial BallistiX Sport DDR3 16GB 1600 MHz

I was thinking maybe the hard drives are the issue since they are over 5 years old however one is an SSD from when they were just starting to get popular. I also noticed my graphics card seems to be under heavy load almost constantly. Any help would be greatly appreciated, thanks in advance!

Can you tell us what components were from the existing pc before?
Also, what are the temps recorded during playing? Is it reaching thermal throttle levels?

Windows 8 64-bit
64 GB Samsung 470 Series SSD
2 TB Barracuda 5400 RPM

Temperatures are all low to mid range on both the GPU and CPU, however both of them are sometimes reaching 100% load.
