Question Stuttering and poor performance after upgrading to 3080

Was running off a 1080 for several years and recently decided to upgrade to a 3080. Bought this one off of amazon: ZOTAC Gaming GeForce RTX 3080 Trinity OC LHR 12GB GDDR6X 384-bit 19 Gbps PCIE 4.0 Gaming Graphics Card, IceStorm 2.0 Advanced Cooling, Spectra 2.0 RGB Lighting, ZT-A30820J-10PLHR
Now i'm getting constant stuttering, even on desktop and webpages. When I play games (overwatch, pubg) the FPS values are stable, but its almost like it skips around. I've looked at temps and they seem fine. GPU drivers are up to date. When i first had the issue, I tried the DDU route, which worked maybe for a bit but the issues came back. After that I said screw it and did a total format of my SSD and other HD, still having the issues. I've heard updating bios can help, so i plan to do that later this afternoon. Any other things to try? here are my specs:

Windows 11

Processor: Intel i7-8700k CPu @ 3.7 GHz

How old is the PSU on your build?

I've heard updating bios can help
It could, also, try and use DDU again in case you let the OS download and install drivers automatically. You're advised to manually install all relevant drivers in an elevated command, i.e, Right click installer>Run as Administrator.

Purchased PSU new in 2018

Also tried updating bios and i don't think that did anything.

Update: Since this post of reinstalled drivers using DDU and flashed a bios update. STill getting stuttering that is even noticible on the desktop. Is it possible the card itself is faulty?
