Stuttering CPU issue

I have been getting stutters where my games and ts will stutter a lot when I am on. Whenever these things happen my CPU usage % spikes up for some reason. I have tried cleaning my CPU fan too and need some help

Thats a weak cpu in general but I don't know if that is your issue. Have you always had stuttering?

I had something similar that I thought was an internet issue but it went away after some time. I have been using my PC without a hitch for almost over a year now so idk why it would have come back.

Stuttering can be caused by HDD, making the CPU spike up (i had the same problem once)
I wiped and everything worked perfectly after said wipe... but that's not everyone's cup of tea
Monitor the HDD usage, how old is your PC?

It was a program called Blue Stacks that caused it.
