Stuttering cutscenes in all games

Hello. I've built myself a new PC recently, but there seems to be a problem with it. The cutscenes in every game look really choppy. It's almost like they stutter.

The games themselves run fine, but when a cutscene appears, it looks like it's being displayed in 30fps or something, except the FPS doesn't drop in numbers when measuring with Afterburner/Fraps etc. I've tried various drivers, even re-installed Windows, but the problem just persists.

Here are my specs:
i7 4790K
Asus Z-97 pro
Corsair 16GB DDR3
Asus GTX 970
Kingston 120GB v300 SSD
WD Caviar Blue 1TB HDD
Thermaltake 750W PSU
Windows 7 64-bit

Did you install chipset drivers, graphics drivers etc?
Throw away anything that came with the system, those are usually old. Go webhunting.

But first, try these settings

I remember something about having to go to Nvidia control panel myself, especially power saving turned off (max perf) and single monitor performance seemed to be important. Hey, it's been a year, can't remember everything =)

Well, I have updated graphics drivers several times, but any other driver is from the installation CD.

What other drivers such as "chipset" should I update? Where can I find those? For example the chipset driver, is that CPU related (from Intel's website) or MoBo related (From Asus website)?
 
I have. Using maxium performance through power management settings did make the cutscenes in GTA V smoother, but it cooks up the CPU for some reason, which is running on stock cooler. I'm gonna get a heatsink.

However there was no change in other games such as MGS Revengeance using the same settings, confusing.
