Hi, I wasn't sure where to post this.
My PC has recently started having huge stutters and low 99% framerates, despite having high overall framerates and being overbuilt for the games that are being played. The issue persists in all games and even in some applications such as chrome. I have checked temps and they are well within acceptable levels:
GPU < 85C (incl memory temps)
CPU < 80
I have also checked the power usage of the GPU and CPU, confirming that they are not being power-starved. I have tried underclocking, overclocking, clearing drivers with DDU, using older drivers, disabling background apps, changing RAM timings, changing GPU and changing CPU, and clean installing windows. None of this has worked and I really am at a loss for what could be causing it. Any help would be appreciated, but at this point I don't think it can be fixed.

CPU: Intel i9-12900K
RAM: 32gb Corsair vengeance DDR4@3200 (4x8)
PSU: Corsair RM750x
NVME: 2TB Samsung Evo 970
