Discussion Stuttering despite high FPS

Hi, I wasn't sure where to post this.

My PC has recently started having huge stutters and low 99% framerates, despite having high overall framerates and being overbuilt for the games that are being played. The issue persists in all games and even in some applications such as chrome. I have checked temps and they are well within acceptable levels:

GPU < 85C (incl memory temps)
CPU < 80

I have also checked the power usage of the GPU and CPU, confirming that they are not being power-starved. I have tried underclocking, overclocking, clearing drivers with DDU, using older drivers, disabling background apps, changing RAM timings, changing GPU and changing CPU, and clean installing windows. None of this has worked and I really am at a loss for what could be causing it. Any help would be appreciated, but at this point I don't think it can be fixed.

GPU: Nvidia 3080
CPU: Intel i9-12900K
RAM: 32gb Corsair vengeance DDR4@3200 (4x8)
PSU: Corsair RM750x
NVME: 2TB Samsung Evo 970

what do you consider "huge stutters" vs regular stutter?

just brief pauses while in game?
or a more conventional form of stutter where things may start to feel similar to slow motion?

It presents itself both as pauses and as slow-motion, both of which are very frustrating.

Would you recommend I try installing them to a different drive (I also have an HDD) to see if that improves things?

definitely worth a try.
i've seen it a few times where data just can't be loaded quickly enough due to issue with drives.

That's the problem, no hardware changes were made for about a year, the only time I ever opened it up was for cleaning (every three months).

It quite literally came from nowhere.

Most likely this is software related.
A bad update from windows or malware/virus.
