Stuttering every 15 seconds even on low (High end PC)

I will try to sum it up as quickly as possible without leaving out any details. I am beyond at the end of my rope to the point where I am ready to just go out and buy a PS4 pro and deal with it (yes it really is that bad so if you could please take the time to read this I would be beyond appreciative, seriously).

My system:
CPU: i5-4690K @4.20GHz (CM Hyper 212 Evo Cooler)
Mobo: Asus Maximus VII
Mem: 8GBs Ripjaws 1600Mhz DDR3
GPU : Evga gtx 1080
PSU: Corsair CX750M
OS: Windows 10 Ultimate x64
Storage: Samsung 850 Pro 128GB (OS/Steam)
Seagate SSHD 2TB (Games)
Hitachi HDD 1TB (Backup/ Videos)
Case: NZXT H440 (Stock fans)
Monitor: Asus VG248QE (1080p/144hz)

The Problem:
I get stuttering in all of my games even on Low settings (Except online FPS Overwatch/ LawBreakers Beta). I just finished Far Cry Blood Dragon so I will use that as a reference but it happens in all of my games and has prevented me from finishing Mass Effect: Andromeda because it is so bad. On Ultra settings (In Blood Dragon) I was sitting around 110 fps with drops every 15 seconds or so that would typically go down around 60-70 fps but sometimes as low as 15ish. On all Low settings I was seeing about 140 fps with drops in similar time increments that consistantly took me down around 110 but never way down like Ultra (though I didn't test nearly as long on Low). The game crashed on me last night and I have the Event Viewer error messages I received at the time that I will post below, though I didn't really see anything worth while imo.

Things I have tried:
-Adding 8GBs more of same DDR3 (my cousin has same sticks)
-Unpark CPU cores
-Tried on SSD, SSHD, and HHD
-Adding CPU cooler (was originally running stock cooler no OC)
-Updating BIOS
-Updating drivers
-Unplugging all unnecessary USB devices/ monitors
-Reinstalling Windows 10
-Playing during winter for cooler temps
-Installing different audio drivers
-New GPU (originally had gtx 970 with same problem though wasn't as noticeable... which I still have available for testing)
-Power settings in Nvidia Control Panel
-XMP profile for DDR3-1600
-Adjusting settings in-game (V-sync on/ Frame Buffers/ etc)
-Cleaned out dust
-Reseated 212 EVO

Additional Info:
Apartment is air conditioned. I have a Focusrite Scarlett 2i2 USB audio interface that I typically use for my audio that I have had issues with in the past. I currently have it unplugged but the drivers are still on my PC. The last thing I can possibly think of is to reinstall Windows yet again (will be 3rd time) and just install GPU and mouse/ keyboard drivers to see if problem persists. While in game after getting stutters MSI Afterburner typically shows CPU around 75% usage but task manager typically shows around 100%.

Important Note:
I understand that while running on Ultra settings at over 100 fps I could have a CPU bottleneck but I really don't think that I should be experiencing this on Low settings (though I am not even close to being a computer genius so I could be wrong). I have read online that sometimes there are issues with specialty motherboards like this and I feel that is the most likely case. When I first got this motherboard I installed all of the ASUS bells and whistles and encountered a problem with my network card, uninstalled their crap software, and it fixed the issue. I then decided to just uninstall it all (well actually reinstall windows) and just avoid that like the plague. PLEASE HELP ME :'(

Windows 10 has the Xbox functions that also allow for a 'shadow play' like feature. I forget what it's called. Have you tried disabling that?
 


Yes, that is disabled. Though I do have shadow play on but it doesn't record in the background, only when I tell it to. The only games I use it for are Overwatch and LawBreakers (which are the only two games I don't have performance issues with).
