Question Stuttering Every 5 Minute after installing AMD GPU Drivers (25.3.1)

I'd like to ask many gamers in here about my PC's issue. First of all this is my pc's specs, i5 10400F, RX 6600XT, 16gb RAM, monitor 75hz. The problem is simple, when idle my pc just stuttering like mouse lag, (i've tried mouse lag fixed after that), at first a thought that my mouse problem, after that happened into all my game experiences, its keep stutter every 5 minute, gpu load unstable, sometimes 90% then drop to 0% in a second, make uncomfortable. thanks.

First of all this is my pc's specs, i5 10400F, RX 6600XT, 16gb RAM, monitor 75hz.
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

The other thing is that I'm seeing similar issues with other RX 9070 owners, perhaps there's a bug within the driver. Use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode then manually install the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.
