Question Stuttering every game with a high end pc

Hello boys i have a decent pc built recently like 4 months ago and im experiencing stuttering since i bought the pc, it isnt big stuttering it is like fps drops of 2-10 fps but its very annoying so what i can do ? i have this PC
i5-9600k NO OC
1660 SUPER GIGABYTE
16GB RAM KINGSTON HYPERX 2666MHZ ( max on intel i5 )
700w psu
3 SSD NO HDD

I HAVE TRIED SEVERAL THINGS
AND TAKE THE GRAPHIC CARD UNDER WARRANTY
DISABLE HPET
REINSTALL WINDOWS
REINSTALL DRIVERS

cpu/gpu temp no more than 65, mlaware scan and all good, ram/ssd ussage no more than 80% ssd and ssd 50 and free space of 200+gb on each ssd

9600k with no OC, that's maybe your problem

all the reviews you see on the internet are with boost enabled.
you need a good cooler and let your CPU boosting.

with the default intel cooler, the cpu will limit it's frequency to stay low in temps.


also, what is you PSU ?
check the tier list here , if it's less than grade C it's inadequate for your GPU :

even cpu temps dont go up 50 only gpu 65 or 60

well unlock your CPU then. did you activate XMP in your bios in order to unlock the ram too ?

did you check your PSU model with the list ? what grade it is ?

i have corsair 650w modular 80+ gold so yes its midrange i guess and how i unlock cpu ?
will not this make my pc stands for less time ?

even look at this , this guy have not OC in processor and has no stutter
