Stuttering/FPS Drop Issue with Open World Games

Okay So I had this problem a while back with only Rust (Before I bought Miscreated and H1Z1 King of the kill). It happens randomly, I can be running down a road and I will just stutter. Only for a split second but its annoying. If you know what rubber banding is, It kind of feels like that but not because of lag. I will be running up a hill and it will be happen But I have noticed when it Happens my fps drops to like 2-3 and then goes back up to what it was on. It annoyed me so much it made me stop playing Rust because I could not find answers now it is happening in H1Z1 and Miscreated. It does not happen in any other game but these 3.

My Specs:
Nvidia GTX 760
i5-3330 @ 3.00 Ghz
8 GB Ram
 


I Play on Low on Most games I prefer it but no it doesn't help. I have even tried Launch options etc that make the game run better.
 
Do you experience the same FPS drop in the same locations (from a recent save, retrace your steps and see if the same FPS drop happens in the same area)? If so, the FPS drop has to do with page/texture loads of a new area in the game. This can be helped with an SSD.

If the FPS drops are random and do not repeat at the same point, then system resources are being hit with something else. Before launching your game, to into Task Manager and kill all non-essential processes...see if that helps.
 
Im almost certain its not with the same areas but more random. I use Razor Cortex which closes alot of background processes when you start a game but thank you. I will try and close them manually and see if that works.
 
Closing Background Processes did not help the game.
Lowest Settings on H1Z1 King of the kill with the lowest Render distance still stutters whenever a play shoots near me my fps drops to like 3. if someone drives past 3 fps
 


Oh Yeah I didnt notice that. How would I go about fixing that. Ive tested in other games that the temps are low in other games. only On H1z1 Rust etc do they go high
