Question Stuttering, fps drops since a few weeks

Hey,

Since a few weeks i got stutters in Fortnite, and i think its because of my hardware.
But is there any way to meter the hardware & detect whats the cause?

My rig:
1080 ti 11gb
i7 7700k 4.5ghz
16gb corsair dominator ram 3000mhz
550w coolermaster psu
240gb ssd
480gb hdd

I still get good frames in Fortnite as example, hitting 300-600.
I just drop my FPS every few seconds, which makes the game unplayable and im having absolutely no fun at all.

While gaming use task manager and see if anything is running in backround when stutters happen, like is steam updating a game while you are playing etc.

I got everything optimized, its 100% my hardware.
Windows been reset multiple times, multiple versions,

The problem is, i don't know where its coming from, i have it in EVERY game (Fortnite, CSGO, Overwatch & Minecraft)
Is there anyway to monitor the issue?

My setup:

Performance wise my PC is still doing good, im pulling 400-600 FPS on Fortnite & CSGO.
Its just those random stutters/freezes every few seconds.
