Stuttering/hickups in games in combo with slight fps drops

Right.. so I get micro-stuttering in some games. Other I might do as well but it is VERY unnoticable, and prob once like every 15 mins. Other's such as rust, blackops 4 cod, pubg I get them every 30-60 seconds, like a small screen freeze, stutter or a hickup, whatever you wanna call it. I've tried so many things I'm sick of this. I know it's not a hardware problem because I've swapped out all the hardware in my PC and still get it(basically new pc). I've reinstalled windows multiple times and messed with diff driver versions and nvidia settings. I've also disabled HPET, tried different cable/monitor/power plugs.

I really doubt anyone will be able to help me. At this point I give up and I'm really frustrated about this and so angry because of all the money I've spent..

Motherboard: MSI Gaming PLUS Z370
Cooler: Liquid Cooler Kraken X62
RAM: 2x8 GB DDR4 Vengeance 3200Mhz
GPU: GTX 1080Ti
Case: NZXT S340
PSU: EVGA G2 750 W
Storage: Samsung Evo 840 - 120GB (OS)
Samsung Evo 850 - 500GB
OS: Windows 10 home official 64-bit
Display: 144hz 1080p (no g-sync)

All games are installed on the 500GB one.

C: 27gb free of 111
D: 339 GB free of 465B

Like I've said though that doesn't matter because it was stuttering straight after formatting the pc with almost nothing on it.
 


if 27GB is what's left after a windows install that is likely the problem. when an SSD gets too full performance goes out the window. a 120GB drive is not a good solution for an OS drive anymore
