Hi, I have recently just built my (mostly new, kept the CPU, storage, RAM) I have been using it for a month or so without issue and I'm very pleased with it apart from an issue that has just appeared. Specs are as follows:
i5 6500
Asus b150 Pro Gaming/ Aura motherboard
Coolermaster Hyper 212 EVO
MSI Gaming X GTX 1060 6gb
Avexir Core LED 8GB Memory (1x8gb)
Coolermaster MWE Gold 550W PSU
UserBenchmarks: Game 73%, Desk 65%, Work 41%
CPU: Intel Core i5-6500 - 71.9%
GPU: Nvidia GeForce GTX 1060 6GB - 80.8%
SSD: Crucial BX200 240GB - 81.3%
HDD: WD Blue 1TB (2012) - 72.7%
HDD: WD Blue 2TB (2015) - 55.2%
RAM: Avexir DDR4-2400 CL16 8GB 1x8GB - 37.6%
MBD: Asus B150 PRO GAMING/AURA
The issue that I face is strange because it just suddenly appeared after updating drivers through NVIDIA GeForce Experience and everything I have tried has been to no avail. I updated to driver 425.31 from 419.67 and the issue appeared. I have since run DDU and tried to install version 419.67 and the issue still remains with or without GeForce Experience installed.
The issue is a massive stutter upon launching all games that I have tried to. The video attached shows it in the metro benchmark.

I read something about memory standby and windows not clearing it when it is required but I do not think that is the problem as for instance when I recorded that video I exited and I still had ~1.5gb of memory free.\
