Stuttering In All Games

I've noticed that my pc have started to have stuttering occouring in all games at random times. My FPS drops by a 30-40 FPS for about 10 seconds, and then goes back to normal. I've noticed while monitoring my GPU Clock speed, and memory speed that they seem to drop when these things happens. My temps are all good. and nothing is overheating. haven't OC anything either

a drop in GPU clock speed would suggest heat issues... there is no other reason for any graphics card I know of to drop below the normal clock speed.
Have you over clocked it ?

Well, i am running 61 celsius in my games. But the thing is it doesn't seem like a heat issue due to the clock speeds going up to normal again after 7-8 seconds. and no i haven't clocked it at all
