Question Stuttering in all games

I recently purchased a new motherboard, cpu and ram and having major stuttering issues in most of my games that i should be able to run without any stuttering issues
I9 9900k
MSI Gaming X GTX 1080ti
Corsair Vengeance RGB RAM 32GB 3200Mhz
2x 2TB Samsung 970 Evo M.2 SSD's
750 Watt Corsair RMx powersupply
MSI Z390 MEG ACE motherboard

Current Overclock settings
4.9 ghz on the core clock
4.9 on the Ring Ratio
Avx offset of -3
Core voltage of 1.340

I'd put it at stock to troubleshoot your issues, compounding them with extra variables in your overclock might make it more cumbersome.

Did you install the appropriate chipset drivers as well?
I went to stock settings stuttering is still there. Also was playing battlefield for 15 min and both monitors went blank but system was still running. Does a bad gpu cause stuttering? I bought brand new ram so the only thing i can think of is GPU related

Did you reinstall Windows, and then install the motherboard drivers?

Are the monitors normally plugged into the gpu?
Do they have the same native refresh?
Correct, i reinstalled Windows 2 times to be exact and reinstalled all drivers. Both 144hz monitors are plugged into the gpu through display port cables and run at the same native refresh rate

Nothing out of the ordinary in the cpu readings. What about storage and gpu readings, which were left out, because you didn't scroll down the 2nd column.

Also i have the Core voltage set to 1.340 and in the HWINFO it says the max voltage is 1.295 is that odd or no?

Is that all you changed? Because, if so, that means the CPU Power and CPU Power Duration Limits are still in effect - not that a 9900K needs 1.34vcore for 4.9ghz anyways.
That's way too high. The motherboard was doing you a favor.

Any 3rd party apps you normally use alongside your gaming sessions?
If not that, hmm... 3rd party antivirus, RGB or fan control software?
Do you like to leave the browser running in the background? Does it also have hardware acceleration enabled by any chance?
Do the stuttering games have anti-cheat software?

The reason for all those questions is because I suspect some 3rd party application is causing interference.
