stuttering in almost all games with vega sc 970

I have been experiencing stutter in almost all of my games and also low frames in some.(witcher 3 dipping into 12fps at some cut scenes.)
specs,
evga superclocked 970
i5 3570k non overclocked
asrock z77 extreme mobo
cx750m psu
corsair vengeance 8gb

are you monitoring temps?


sounds like thermal throttling of either the cpu or gpu

update: all of my games are now getting half the fps they usually are!!! stuttering not much of a problem

temperatures on gpu and cpu are hovering around normal. gpu usage and cpu usage are all over the place though
