Stuttering in BF4 linked to svchost

Ok so I am experiencing this rather annoying issue where I'll be playing BF4, and a couple times a match (each match is about 30-45 mins), I'll get this really annoying stuttering that completely interrupts my gameplay, as in I'm unable to aim, unable to whatever, which lasts for about 3 seconds. Now luckily I have two monitors so I'm able to see what is going on in the task manager when the stuttering occurs. Every time I've looked over I see svchost working its inescapable lame magic on my system, consuming about 15% of my CPU and momentarily filling my RAM. For a few seconds this process will cause my game to stutter rather terribly and then stop, only to reoccur 20 minutes later, and repeat again and again.

So, I am completely baffled as to why my system stutters as if the CPU is bottlenecking, which it never does. My CPU comes nowhere close to hitting 100% load when this happens, even though the svchost virus consumes up to 15% of my CPU when this happens.

My specs:

core i7 6700
GTX 1070 SC
16 GB DDR4 2133Mhz RAM
Gigabyte H170-D3HP Motherboard
Samsung 850 EVO SSD (this is what BF4 is installed on)
1 TB WD HDD
EVGA Supernova G2 650W PSU

Here's a picture of the exact services I am talking about: http://imgur.com/yaQ2wm6
Now, I am assuming that all of those services run on everyone else's PCs since they appear to be essential Windows 10 services, but I feel like this is a problem that is unique to just me and my computer. I mean, what gives? I've scanned my PC multiple times using both Malwarebytes and Windows Defender, nothing comes up. I barely even have anything installed on this computer other than a bunch of games and some programs which are 100% trusted. Is it a hardware issue? I find that hard to believe considering this only occurs (from what I can tell) when playing BF4, so it HAS to be a BF4 issue, right?

I know this is a nitpicky issue but it just really bothers, me. Here I am, running some pretty high end specs yet my computer is behaving like the hardware can't handle what is now a three year old game. Like I said, when svchost pops up on the task manager, it stutters BAD, as in the audio stutters, the image is all stuttery; just terrible.

Paging file: 2432 MB currently allocated on SSD (it's managed by Windows, but changing it to a set amount made no difference), no paging file on HDD.

Driver issue maybe? Tried multiple video drivers, no difference. Updated to the latest Realtek driver, no change. Only peripherals plugged in are my keyboard and mouse. On the latest BIOS version.

Updated my original post, but like I said: this only occurs in BF4, at least from what I can tell having played multiple hours in most of my games.

Yes, all updates are installed.
