Stuttering in certain games with a good pc...

I have been having a problem recently with a few games that I play. Specifically the two I notice the most are CS:GO and Insurgency, whenever I play these games I get a fairly bad stutter every couple minutes and makes the game quite unplayable. I used to have a i5-3470 that I had moderately overclocked with a closed loop water-cooler. I turned off the overclock and nothing changed. I then looked to my GPU and turned off the overclock I had set there and still no difference. I thought that possibly my cpu was starting to go bad and it was time for an upgrade anyway so I upgraded to a i7-4790k and still the problem persists on ONLY THESE 2 GAMES! It makes no sense to me, I have plenty of games that are much more demanding yet I have no problems with them. Is my GPU going bad? And what troubleshooting steps can I take to see what the root cause of the problem is?

Also I feel like I should add that I have 16gb of ram and that the game is currently sitting on a HDD but I could move it over to a SSD that I have if that would make a difference.
