Stuttering in CS:GO, new PC

My brother recently decided to buy some PC parts and put together a pc, his old PC couldn't handle any games, so we built a new one for him together.
He plays games such as Fortnite, Rocket League and CS:GO for the most. Rocket League seems to work fine, no problems. However, CS:GO is stuttering when he plays, and I feel like he's also missing out on some FPS.
The game stutters when you look and walk around, and it makes it kinda unplayable.
His setup is kinda similar to my own, so I have no idea why this happens.
We just installed the drivers for his GPU and mobo.

His setup is:
GIGABYTE GA-B250M
Crucial Ballistix LT DDR4-2400 DC - 16GB
Intel Core i5-7600 Kaby Lake 3.5 GHz -
Corsair CX650
EVGA GeForce GTX 1060 GAMING SF - 6GB
His case and HDD is from his previous PC, a HP Pavillion 500 series.

I really need your help, I don't want my brother to be dissapointed in his new PC. 😛

I've seen so many posts about horrible performance in cs:go lately that i'm pretty sure it's related to the game rather than your pc.
Stuttering has multiple causes.
Try these solutions to see if they help.
1: take a look at your games settings, make sure you are not attempted to play in an unreasonable resolution.
2: Check latency and your ping. Make sure it is constant and low. (Connection does affect fps in some situations.) Assuming you're using windows, try this: https://iihelp.iinet.net.au/How_to_run_a_ping_test
3: Update your drivers
4: Check your internal temperatures, and make sure everything is normal. I recommend using HW Monitor for this. https://www.cpuid.com/softwares/hwmonitor.html
5: Look for throttling. While playing cs open up task manager and look for issues. Your HDD is from a previous computer, a prebuild as well. Make sure that your Disk is not stuck at 100% while playing. Same goes for ram.

The disk usage and CPU usage was way up in the sky, did some research and found a solution. Now the disk usage and CPU usage is way down compared to before. I also downloaded NvidiaProfileInspector, and ran a different setting for CS:GO, which actually fixed the stuttering. However, the stuttering came back after some days. I'm gonna do a ping and temperature test as soon as I get a new mobo, the one I had in my pc suddenly stopped working (idk why). Pc was running fine one day, and when my brother came home from school, it suddenly did not work when he turned it on. (pc turns on for a half second (fans spin), and then turns off, this cycle repeats until the PSU is turned off). Another problem, wow how convenient :/ Kinda sucks for my brother, don't wanna dissapoint him y'know.

I did a full factory reset, then my brother booted the PC with Win 8.1 and then upgraded to Win 10.
The pc still had a lot of unecesseary HP crap from the pre-built pc it was installed in from before.
 

Yeah, that may be the case. I've been looking a lot into this lately, and have found millions of different threads and videos explaining "how to remove" this problem. All of them giving the same useless answer which is to "update your drivers". I have however gotten some good tips in this thread, so I'm going to try those, but as you said, it may be CS:GO who's acting up.
 


I facepalm whenever i see those driver update recommendations. I've never seen one fix anything unless there was a real known issue with the old driver version.
