Stuttering in every game

I'm close to defeat, I feel like I've tried everything. The stuttering has kinda always been there but have become worse with time (computer is about 6 months old). In most games it happens when I open some menu, bags, map and even when i shapeshift on world of warcraft or when entering a new zone and the "zone text" comes up on the screen.

The only thing I really havn't tried is reapplying thermal paste wich I'm about to do in a few days, but my hopes aren't up since my temps really isn't skyrocketing, although they do jump around when monitoring, at least when gaming.

Just did a memtest and found zero errors, tried reinstalling windows, reinstalling games, tried a different cable, tried vsync on/off, game stuff in windows is off, i noticed that even firefox stuttered when mousewheeling up and down. Using chrome now and that doesn't happen. Also GPU/CPU/mem usage isnt abnormal from what I can see. XMP on/off doesnt change one bit. When i first built and started the PC it said the ram was placed in the wrong sockets, but they were the correct ones I havnt tried different sockets but since memtest didnt show errors that cant be it, or can it?

ASUS GeForce GTX 1080Ti ROG Strix Gaming
i7 8700k
MSI Z370 Gaming Pro Carbon AC, S-1151
Corsair TX750M, 750W PSU
Corsair Dominator DDR4 3200MHz 16GB


Please help, this is getting super annoying, I don't even want to use the computer since this <mod edit language> is happening..


Edit: Forgot to mention that my old computer showed the exact same symptoms, so I bought a new one that is now showing the same symptoms, which is odd to say the least..
 


I only got one port for my DVI cable wich im using.
 


I havnt tried a different outlet, not a 100 percent sure about that one.. latest Nvidia drivers and tried earlier versions too. Im gonna try that tomorrow and get back to you!

Edit: yes version is legit. And motherboard drivers how do i check that? I have update the firmware once.
 
i don't know if this can work for you, i had terrible stutters in every game when i build my new Ryzen PC. my mistake was that i updated my win10 and auto-update GPU driver.

My solution was to download a clean version of windows10, download drivers, and i re-installed windows Clean and disabled the next version auto-update ( means i can get updates only on the same version that i have installed, no jumps to a new version)
also do not "EVER" auto update GPU driver, you can choose any version to install ( Clean install using 'Safe mode' + DDU and remove any folder related to Driver before you install the new one )

Yeah, tried reinstalling windows and I always DDU > download drivers manually, no avail.
 
UPDATE: I just downloaded doom played everything on ultra, I tried looking but I don't think the stutters were there at all, maybe when i reached checkpoints but again, I don't think so. Everything was running completely fine, so it "SEEMS" that I might facing these stutters in multiplayer games only.

Edit: stutter still there in single player games, just not as frequent.
 


I have not tried it, it's really not something I want to do either... Bit scary.
