So I have an issue where my games are stuttering across the board. I can't for the life of me figure out the issue, my CPU is brand new, Ram is running fine, PSU was tested and is in working order supplying power. When I monitor GPU usage in task manager i am getting crazy dips, like it's not a consistent graph and after using userbench it says that my gpu is underperforming. I have never heard of a GPU causing stutters could it be possible it's a faulty gpu?

Specs: i9-9900k
Rtx 2080ti
1TB SSD, 500GB SSD
32 GB RAM DDR4

which psu do you have?
just because its supplying power doesnt mean it is supplying enough power
also have you checked CPU and gpu temps?

I have 850 watt Novo plus from evga

CPU temps are fine running about 50 C in game .. GPU temps according to HWinfo64 is consistent at 75 C.

What I tried was switching it from a single daisy chain to GPU to One Daisy chain and seperate chord so basically there are two different cords going to the GPU from the PSU
