Question Stuttering in games and even in userbenchmarks

Hello, I recently upgraded to
CPU : I5 9600k
Ram : corsair vengeance lpx 16gb 3600 OC
motherboard: gigabyte z390 UD

Things I did after installation

• updated windows drivers using windows updates in settings
• updated GPU drivers
• enabled XMP
• updated BIOS

My problem is that I am stuttering in games and even in benchmarks. I dont what to do as I have done everything that I could think of when I noticed that I was stuttering in games. is there anything else I can do to fix this?

it is a fresh install, all of the temps and usage are healthy in the benchmarks
